Project Manager

Role summary Mezan Sultani Petroleum Refinery is seeking a high‑caliber Project Manager to lead the full development, construction, and commissioning of a 14,000‑barrel‑per‑day crude oil refinery. This role demands exceptional technical capability, disciplined project leadership, and proven experience managing complex, multi‑phase industrial projects from concept through operational readiness. Duties and responsibilities Direct and manage the complete project lifecycle, including planning, engineering coordination, procurement, construction, and commissioning. Establish and maintain detailed project schedules, progress‑tracking systems, and performance benchmarks. Lead contractor oversight, vendor negotiations, and procurement strategies to ensure timely and cost‑effective execution. Enforce strict compliance with national and international safety, environmental, and operational standards. Coordinate effectively with engineering teams, consultants, regulatory authorities, and internal/external stakeholders. Identify project risks, develop mitigation plans, and maintain rigorous cost and timeline discipline. Prepare comprehensive progress reports, technical documentation, and executive‑level briefings. Drive operational readiness planning to ensure safe, efficient, and successful refinery startup and long‑term performance. Job requirements Bachelor’s or Master’s degree in Engineering, Project Management, Industrial Management, or a related discipline. Minimum 5–10 years of experience managing large‑scale industrial, refinery, petrochemical, or energy projects. Demonstrated experience in EPC (Engineering, Procurement, Construction) project environments. Strong understanding of refinery processes, safety systems, and regulatory frameworks. Language Fluency: English – Primary working language Dari / Persian – Professional fluency Pashto – Professional fluency Exceptional leadership, communication, and team‑coordination skills. Ability to perform in fast‑paced, high‑complexity environments. PMP certification strongly preferred ; PRINCE2 or equivalent credentials are an advantage. Proficiency in Primavera P6 , MS Project , and ERP‑based project‑control systems. Experience in refinery or petrochemical plant construction, commissioning, and operational transition. Strong financial oversight, contract‑management, and cost‑control capabilities. Familiarity with international engineering standards (API, ASME, ASTM, NFPA).
