Institutional Development Specialist (Financial Accounting & Reporting) – Contract Basis

Role summary The Institutional Development Specialist (Financial Accounting & Reporting) is responsible for strengthening financial management systems, accounting frameworks, financial reporting processes, and institutional financial governance within the DABS. The incumbent will ensure the preparation of accurate, timely, and compliant financial statements and management reports while supporting organizational reforms aimed at enhancing transparency, accountability, efficiency, and sustainability Duties and responsibilities Review and update financial accounting and reporting policies and procedures, and ensure alignment with applicable laws, regulations, and policies Review the current organizational structure and propose a responsive structure aligned with applicable standards Develop Standard Operating Procedures (SOPs) for accounting and reporting functions, and develop institutional frameworks for financial accounting and reporting governance Assess existing financial accounting and reporting systems, identify performance gaps, and recommend improvements aligned with international standards Review and update automation and digitalization of financial accounting and reporting processes Review and update the internal control frameworks Assess capacity gaps within Financial Accounting & Reporting functions and design technical training programs Develop accounting and reporting guidance materials and mentor staff on best practices Review journal entries and reconciliations, and ensure the integrity and accuracy of financial records Ensure financial statements comply with applicable accounting standards and coordinate consolidation of financial information across DABS’ departments, including center and provincial offices Develop a standard format for management reports and support reporting to executive management and other relevant stakeholders Investigate and resolve reconciliation discrepancies, including bank accounts, accounts receivable, accounts payable, inventory account, and project account Ensure proper calculation of fixed assets depreciation and support asset valuation and impairment assessment in coordination with technical department of DABS Support accounting treatment of network expansion and new projects Develop a standard framework for financial statement analysis and variance analysis Develop a standard framework for financial performance indicators, profitability, cost analysis, and financial risks Coordinate internal and external audit activities and ensure implementation of audit recommendations Prepare monthly and quarterly institutional development performance reports and share them with management Performs other duties as assigned by the relevant DABS authorities Job requirements Possesses a Master’s Degree in Finance, Economics, Public Administration, or a relevant professional certification such as ACCA, CPA Ten years of experience in the areas of Financial Management, Financial Reporting, or Audit. Experience with ERP and Financial Management Systems, and institutional reform and modernization initiatives Demonstrates in-depth knowledge and a strong understanding of national and international financial laws and procedures Strong analytical and critical thinking skills Proficient in developing strategic plans and preparing comprehensive reports In-depth knowledge and skills in designing policies, procedures, and guidelines Skilled in delivering engaging and responsive presentations Familiar with trended information systems such as ERP & SAP Fluent in Pashto & Dari, and good command of English language Strong leadership and conflict resolution abilities Capable of building and maintaining effective working relationships with colleagues and all relevant stakeholders Fulfills assigned duties and responsibilities with integrity and strives to achieve DABS's corporate goals and objectives efficiently and effectively Sets a positive example by promoting Islamic culture and values, as well as the organizational values, among DABS’ employees
