Role summary
The Customs Affairs Supervisor is responsible for managing customs operations, ensuring timely cargo clearance, accurate documentation, tax calculations, and compliance with regulatory requirements. The role supports inspections, licensing, issue resolution, and coordination with relevant authorities to minimize delays and operational costs.
Duties and responsibilities
Ensure timely processing of any new cargo arrival. Supervise and support the customs team cost-effectively in the field (Kabul or regions) for the timely release of goods from customs, with frequent travel to regions in particular. Support in ATRA and customs physical inspections of goods. Contribute to accurate data entry of customs data in the ASYCUDA application, including SAD (Ezaharnama). Ensure 100% accurate customs tax calculations and payments. Contribute to minimizing demurrages and other associated operational costs. Support in troubleshooting and report any issue at any stage to the line manager for action. Ensure all licenses, permits, and authorization letters for customs are duly updated. Support in obtaining required licenses whenever needed. Appeal for review in case of system higher prices vs invoice prices. Issue a letter for Release of Goods on Guarantee or other legal means whenever required. Report any issue, including penalty, changes in the processes, regulations, policies of the MOF/ Customs or any other government authority to the line manager. Support the internal and external audit of customs affairs and provide documents, either digital or paper. Make sure the data provided in the tracking sheets or any other report, as may be advised, is 100% correct. Perform any other tasks assigned by the line manager.
Job requirements
Bachelor's degree in Business Administration, Economics, Law, or a relevant field (master's degree will be preferred). Must have 3 to 4 years of relevant work experience with at least 1 year of supervisory experience (2 years’ experience for a master's degree). Knowledge of customs law and regulations, familiarity with government processes and procedures will be an advantage. Fluent in one of the local languages (Dari, Pashto) and English (written and spoken). Must have good knowledge of computer programs (especially office packages). Relevant certificates will be an asset. Strong work ethic, dependability, and the ability to manage multiple priorities and meet deadlines. Demonstrated ability to lead and inspire a team to achieve goals and deliver high-quality results. Ability to adapt to changing circumstances and lead the team through transitions and challenges effectively. Good communication and interpersonal skills. Ability to work under pressure Able to travel to other provinces and work extra hours. Strong analytical and critical thinking skills to address and resolve complex issues.
