Role summary
The Site Safety Engineer is responsible for the strategic implementation, continuous monitoring, and rigorous enforcement of the Health, Safety, Security, and Environmental (HSSE) management system at the assigned project site. This role ensures that all construction, erection, and commissioning activities are executed in strict compliance with HGS Group Corporate Policies, Afghan labor and safety regulations, Da Afghanistan Breshna Sherkat (DABS) safety requirements, and internationally recognized construction safety standards (e.g., OSHA, ILO). The incumbent will act as the focal point for fostering a proactive safety culture and mitigating operational risks.
Duties and responsibilities
1. HSSE System Implementation & Compliance Implement, monitor, and continuously update the Project-Specific HSSE Plan, ensuring alignment with DABS contract requirements and national regulations. Interpret and apply local legal safety requirements and international best practices to site operations. Ensure all sub-contractors and vendors comply with site-specific safety protocols and permit-to-work systems. 2. Risk Assessment & Hazard Control Conduct comprehensive site-specific Risk Assessments (RAs) and Job Safety Analyses (JSAs) for all high-risk activities, including excavation, working at height, heavy lifting, crane operations, energized electrical testing, and concrete works. Identify critical hazards, evaluate risk levels, and recommend robust engineering, administrative, and PPE controls. Regularly inspect construction equipment, scaffolding, temporary electrical installations, lifting gears, and hand tools to verify operational safety and certification. 3. Operational Safety Monitoring & Inspections Perform daily formal and informal safety inspections across all work fronts, proactively identifying unsafe acts, unsafe conditions, and potential environmental non-conformities. Exercise the authority to issue a "Stop Work Order" for any activity posing an immediate and serious threat to life, property, or the environment, notifying Project Management immediately thereafter. 4. Training, Awareness & Safety Culture Plan, organize, and facilitate daily Toolbox Talks, safety inductions, and targeted training sessions (e.g., Fire Safety, First Aid, Working at Height) for all site personnel. Promote a strong, positive safety culture by encouraging open reporting of hazards, near misses, and observations without fear of reprisal. 5. Emergency Preparedness & Response Lead the development and execution of site-specific Emergency Response Plans (ERP) covering fire evacuation, medical emergencies, severe weather, and security threats. Ensure all emergency equipment (fire extinguishers, first-aid kits, stretchers, eye-wash stations) are maintained, inspected, and strategically located. 6. Incident Investigation & Reporting Lead or participate in the investigation of all accidents, incidents, injuries, and near misses, utilizing root-cause analysis techniques to identify systemic failures. Prepare comprehensive, fact-based Incident Investigation Reports with clear, actionable corrective and preventive action plans (CAPAs). Monitor the close-out of CAPAs to ensure they are implemented effectively and within the stipulated deadlines. 7. Environmental & Housekeeping Management Monitor environmental control measures, including proper waste segregation, dust suppression, noise monitoring, and spill prevention for fuels and chemicals. Supervise site housekeeping to ensure construction areas, material storage zones, access roads, and emergency routes remain clear, organized, and free of slip/trip hazards. 8. Documentation & Reporting Maintain an organized, auditable digital and physical record of all safety registers, including daily inspection logs, incident reports, training records, and equipment certifications. Prepare and submit accurate Daily, Weekly, and Monthly HSSE Performance Reports to the Project Manager and HGS Group Management, highlighting key metrics, trends, and areas for improvement. 9. Stakeholder Coordination Liaise effectively with the Site Project Manager, Civil/Electrical Engineers, QC Engineers, Site Foremen, DABS representatives, and subcontractor supervisors to ensure safety is integrated into all scheduling and execution phases. Represent HGS Power in safety coordination meetings with clients, consultants, and local authorities.
Job requirements
Education: Bachelor's Degree in Electrical Engineering or Occupational Health & Safety . (Note: A degree in Electrical Engineering is preferred due to the nature of DABS substation projects; however, OHS degrees with relevant experience will be considered). Experience: Minimum 1 to 2 years of demonstrable experience in Health and Safety specifically within construction, heavy civil, or power infrastructure projects . Experience with substation or transmission line projects is a distinct advantage. Professional Certifications (Highly Preferred): NEBOSH International General Certificate (IGC), IOSH Managing Safely, or equivalent OHS certification. Valid First Aid and Fire Warden training certificates. Technical & Soft Skills: In-depth knowledge of construction hazards (electrical, mechanical, fall protection, confined space), risk assessment methodologies, and accident prevention strategies. Proven ability to conduct effective safety training, toolbox talks, and thorough incident investigations. Strong command of English and Dari (written and verbal); proficiency in Pashto is an advantage. Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook). Excellent interpersonal, negotiation, and conflict-resolution skills; ability to assert authority diplomatically. High level of integrity, professional ethics, and accountability.
