Role summary
STATE CORPS is seeking a skilled and detail-oriented Testing & Commissioning Engineer to join the Engineering team supporting HV/EHV substation and transmission line projects (500/220/110/20kV), including associated telecommunication and SCADA systems. The ideal candidate will be responsible for executing testing and commissioning activities in line with the company's approved T&C plan and IEC/IEEE standards, coordinating with client, and supporting the establishment of a dedicated Testing & Commissioning Department.
Duties and responsibilities
Testing & Commissioning Execution: Execute the substation and transmission line T&C plan across all project phases, per the approved T&C framework. Conduct Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) for HV/EHV equipment, including power transformers, circuit breakers, disconnectors, and protection & control panels. Perform functional, insulation resistance, and protection relay testing in accordance with IEC/IEEE standards. Verify SCADA, telecommunication, and automation system readiness prior to energization. Coordinate energization sequencing with client operations and site safety teams. Telecommunication & SCADA Testing & Commissioning: Test and commission SCADA, RTU, and substation automation systems for functional readiness prior to energization. Verify substation telecommunication systems (fiber optic, microwave, PLC) supporting protection, control, and communication with the control center. Coordinate with telecom/SCADA vendors and IT/OT teams on integration testing and system cutover. Verify communication redundancy and failover between substations and the control center. Documentation & Reporting: Prepare test protocols, checklists, and commissioning reports for each project phase and equipment type. Compile punch lists and non-conformance reports, tracking corrective actions to closure. Maintain commissioning records and as-built test certificates aligned with contract technical specifications. Coordination & Stakeholder Management: Coordinate testing schedules with EPC (Engineering, Procurement, and Construction) contractors, designers, and site engineering teams. Coordinate with client on inspection, witnessing, and approval of test results. Support the ongoing establishment of the company's Testing & Commissioning Department, including procedures and templates. Safety & Quality Assurance: Enforce HSE protocols during high-voltage testing and energization activities. Ensure calibration and traceability of test equipment. Escalate technical non-conformances for corrective action.
Job requirements
Education: Bachelor's degree in electrical engineering, Power Systems, or related field (required). Master's degree in a related field preferred. Experience: 5 -7 years of relevant experience in HV substation testing & commissioning. Proven experience in HV/EHV substation testing and commissioning (500/220/110/20kV). Working knowledge of IEC/IEEE standards for protection, testing, and commissioning. Hands-on experience with relay test sets, insulation resistance testers, CT/PT test kits, and primary injection equipment. Required Skills & Knowledge: Technical report writing and documentation Cross-team coordination with contractors, designers, and regulatory bodies. Familiarity with SCADA, RTU, and substation telecommunication systems (fiber optic, microwave, PLC). Strong technical documentation and reporting skills in English, Pashto and Dari. HV/EHV substation testing and commissioning practices (500/220/110/20kV). IEC/IEEE standards for protection, testing, and commissioning. Test equipment operation: relay test sets, insulation resistance testers, CT/PT kits, primary injection sets. SCADA and telecommunication systems supporting substation protection, control, and communication with the control center.
