Role summary
The Project Manager (Civil Engineer) is the Company’s primary technical representative on site. The role is responsible for the overall planning, execution, monitoring, and completion of the 10 MW Laghman Solar PV Project. This includes full responsibility for civil works, structural installations, site management, quality control, HSE compliance, and reporting. The role requires a blend of strong engineering knowledge, project management skills, and leadership to ensure the project is delivered on time, within budget, and to the required quality standards
Duties and responsibilities
A. Project Execution & Site Management · Lead and manage all on-site construction and civil works activities, ensuring full compliance with the approved design, drawings, and specifications. · Oversee the execution of site preparation, earthworks, access roads, boundary wall, foundations, and all Activiteis of components of the solar plant. · Manage the installation of mounting structures, PV modules, cable trenching, inverter foundations and instalations , transformer foundations and instalations. · Ensure the safety of all site personnel and compliance with HSE (Health, Safety, and Environment) standards. · Coordinate with subcontractors, suppliers, and the local workforce to ensure smooth daily operations. · B. Technical & Engineering Management · Review, interpret, and enforce the design documents, shop drawings, and method statements. · Provide technical solutions to on-site challenges and coordinate with the Design Consultant and Independent Engineer (IE) for approval of deviations or changes. · Ensure the quality of all civil materials (concrete, steel, aggregates, etc.) and construction methods meet the required standards. · Manage the testing and commissioning of civil infrastructure and interface with electrical/mechanical teams. · C. Planning, Scheduling & Reporting · Prepare and maintain the Master Project Schedule using industry-standard software ( Primavera P6 or MS Project ). · Monitor project progress against the schedule and identify potential delays, proactively implementing corrective actions. · Prepare weekly and monthly progress reports for submission to senior management, and the Independent Engineer. · Track the physical and financial progress of the project (earned value management). D. Quality Control & Assurance Implement and enforce the Quality Management Plan (QMP) . Conduct regular site inspections, material testing, and quality checks. Ensure all completed works are in accordance with the approved drawings, technical specifications, and relevant international standards. Document and follow up on Non-Conformance Reports (NCRs) until resolution. E. Stakeholder & Contract Management Liaise with the Independent Engineer (IE) , the employer (Regal Group), the Design Consultant, and the local authorities. Manage contracts with subcontractors and suppliers, ensuring compliance with the scope of work. Participate in technical meetings and represent the Company on site.
Job requirements
Education: Bachelor’s Degree (BSc) in Civil Engineering from a recognized university (Master’s degree is an advantage). Experience: Minimum of 10 years of progressive experience in civil engineering and project management. At least 5 years of experience in large-scale infrastructure or construction projects . Experience in Solar/Power Plant projects is a strong advantage. Core Technical Competencies: Deep understanding of geotechnical engineering, foundation design, structural analysis, and construction materials. Proficient in designing and interpreting civil drawings and technical specifications. Expert Knowledge of AutoCAD for reviewing and preparing site drawings. Advanced Proficiency in Primavera P6 and/or MS Project for planning, scheduling, and reporting. Familiarity with civil engineering software (e.g., SAFE, ETABS, or similar) is highly desirable. Language & Communication: Fluency in Pashto , Dari and English is mandatory. Professional working proficiency in English is essential for report writing and communication with the IE. 4. Strong Analytical & Strategic Thinking: Capacity to analyze project data, manage risks, and make informed decisions. Communication: Excellent written and verbal communication skills for reporting and interfacing with stakeholders. High Integrity & Professionalism: Strong work ethic, integrity, and the ability to work under pressure. Reporting: Capability to prepare clear, concise, and professional reports for senior management and clients. 5.
