Role summary
Provides overall strategic leadership and direction, ensures achievement of the organization’s objectives, oversees business performance and risk management, ensures regulatory and policy compliance, and reports to the Board on the organization’s overall performance and sustainability.
Duties and responsibilities
CEO and President of the Bank will be responsible for handling the following! To manage the Bank as per the stated Business parameters set by the Share Holders and Supervisory Board of the Bank. To ensure that the Bank remains always compliant with the regulations already issued or being issued from time to time by the Country’s regulators that includes the Central Bank (DAB) or any other Institution entrusted with such responsibilities by the Government of Afghanistan. To be always mind full of the Capital, Assets, Management, Earnings and Liquidity of the Bank among other key areas of the Bank. To constantly monitor, guide and plan the activities of his/her key subordinates and take corrective actions where necessary in an efficient and timely manner. To conduct and regulate the decision making mechanism of the bank through Board of Management of the Bank of which he/she shall be the Chairman. To ensure that guidance or approval has been obtained from Board of Supervisors or General Meeting of the Share Holders where necessary while managing day to day affairs of the Bank. To ensure that the best possible professionals are hired on the key positions of the Bank and that they are duly approved through DAB where required both in the capacity of the Departmental Head and as the Member of the Board of Management where applicable. To ensure that proper Job Descriptions of his/her key subordinates are in place with the help of Staff Affairs department and are being adhered to. To ensure that proper Policy Guidelines, Procedures and Manuals are available for every Department of the Bank. To efficiently manage the Operations of the Bank through the COO and his team. To efficiently manage the Branch network of the Bank through COO and Head of Branches and his team. To ensure that DAB Licenses are obtained and formalities required in this regards are completed prior to opening of any Branch of the Bank. To efficiently manage the Finance and Accounting of the Bank through the CFO and his team that includes the ALCO Committee and management of the Liquidity of the Bank. To prudently build a viable and secured Lending & Investment Portfolio for the Bank with the help of CCO/Risk Manager/Investment Manager. To ensure that the key Risk Factors (Credit, Liquidity, Operations and Market) of the Bank are being constantly addressed/monitored through his team and ensuring timely actions where required. To ensure that Core Banking System (CBS) and other IT systems are in place and are available for rendering various key IMS services to the Bank with the help of the CTO and his team. To ensure that other Key Areas of the Bank like Marketing, Security, HR Services and Admin Services are functioning effectively and pro-actively. To represent the Bank in Meetings at DAB and other important places like ABA etc. To ensure that all the mandatory reporting is done efficiently, accurately and timely by the Bank to DAB where required. To ensure that the Bank remains always compliant with the Regulations related to AML and KYC. To ensure discipline and a code of conduct in the Bank as per acceptable norms and standards. To ensure that all measures for protection of Bank’s interest are being taken against fraud and forgeries that may include obtaining of Insurance and other necessary steps for tightening of internal controls etc. To ensure that appropriate multiple trainings is imparted to all the Staff of the Bank in accordance with their experience and seniority, minimum three days a year. To ensure that the Bank has a competitive edge in the market by introducing new innovative Services and Products within the policy framework & parameters of DAB and the Bank. To ensure that complaints from the Clients and Staff are attended to respond judiciously and promptly. To ensure that any irregularity pointed out by Internal Audit, external Audit and DAB is addressed immediately and prompt corrective action is taken to regularize the matter. To ensure that decisions of the General meeting of the Share Holders and Board of Supervisors are implemented in the Bank where possible. Product Strategy: Develop and implement the Bank’s Islamic banking product strategy in line with business objectives and market needs. Shariah Compliance: Ensure all products are developed, approved, implemented, and monitored in accordance with Shariah principles and AAOIFI standards, under the guidance of the Shariah Board. Product Development: Oversee the development and enhancement of products such as Murabaha, Ijarah, Musharakah, Mudarabah, Salam, and Istisna’a. Product Approval: Ensure proper business, financial, risk, legal, and Shariah assessments are completed before launching or materially changing any product. Risk Management: Ensure product-related Shariah, credit, market, operational, liquidity, and reputational risks are appropriately identified and controlled. Profitability & Pricing: Ensure products are competitively priced and generate sustainable returns while maintaining Shariah compliance. Customer Protection: Ensure products are transparent, fair, appropriately disclosed, and aligned with customer needs. Regulatory Compliance: Ensure products comply with applicable Da Afghanistan Bank requirements, internal policies, and approved Shariah standards. Performance Monitoring: Regularly review product performance, profitability, customer uptake, risks, and Shariah compliance, and take corrective action where required. Governance & Reporting: Maintain effective coordination among Management, Shariah Board, Risk, Compliance, Finance, Operations, and Internal Audit and report significant product matters to the Board
Job requirements
Minimum bachelor degree in commerce, economics, accountancy, business studies, Islamic banking. ACCA membership in Accounting and Finance is preferred. Accountancy qualification or MBA. Minimum of 5 years relevant experience similar to the above gained in a bank, or 7 years latterly as a Chiefs and Deputy Chief Officer or equal experience in other financial institutions. Preferred to be certified from professional Certification (AAOIFI) Accounting and Auditing Organization for Islamic Financial Institutions.
