Role summary
The Human Resources Manager is responsible for leading all aspects of human resource management across the company. This position will develop HR strategies, establish policies and procedures, oversee recruitment, employee relations, compensation and benefits, performance management, learning and development, and ensure compliance with applicable labor laws and company regulations. As a member of the company leadership team, the HR Manager will play a critical role in building a high-performing workforce and fostering a culture of professionalism, accountability, collaboration, and continuous improvement.
Duties and responsibilities
Key Responsibilities Strategic Human Resources Develop and implement the company’s HR strategy aligned with organizational objectives. Establish HR policies, procedures, and systems based on best practices. Lead workforce planning to support company growth and expansion. Advise executive leadership on organizational development, workforce planning, succession planning, and change management initiatives. Develop staffing models appropriate for all departments. Recruitment and Talent Acquisition Lead full-cycle recruitment. Develop effective recruitment strategies to attract highly qualified local and international professionals. Coordinate interviews, candidate evaluations, reference checks, employment offers, and onboarding. Build relationships with universities, recruitment agencies, and international talent networks. Ensure a positive candidate experience throughout the recruitment process. Employee Relations Promote a positive and respectful work environment. Guide managers on employee performance, disciplinary matters, grievances, and conflict resolution. Conduct workplace investigations where necessary. Support employee engagement and retention initiatives. Facilitate exit interviews and recommend improvements based on workforce feedback. Performance Management Design and implement performance management systems for all employees. Coordinate annual performance evaluations and probation assessments. Support managers in setting measurable objectives and development plans. Identify high-potential employees and contribute to succession planning initiatives. Learning and Organizational Development Develop orientation programs for new employees. Coordinate mandatory training, leadership development, and continuing professional education. Identify organizational training needs and implement annual learning plans. Foster a culture of continuous professional development throughout the company. Compensation and Benefits Administer salary structures, grading systems, benefits, and employee recognition programs. Support payroll administration in collaboration with Finance. Conduct periodic salary benchmarking to ensure market competitiveness. HR Operations Maintain accurate employee records and HR documentation. Oversee employment contracts, personnel files, leave administration, attendance records, and HR reporting. Implement and maintain an effective Human Resource Information System (HRIS). Compliance and Governance Ensure compliance with Afghan Labor Law and all applicable employment regulations. Support Company accreditation requirements by maintaining HR compliance standards. Ensure confidentiality of employee information and adherence to ethical HR practices. Maintain policies related to workplace safety, equal opportunity, and professional conduct. Leadership Build, mentor, and supervise the Human Resources team. Promote collaboration across all departments. Serve as a trusted advisor to department directors and senior management. Lead HR projects that improve operational efficiency and employee satisfaction.
Job requirements
Qualifications Education Bachelor's degree in Human Resources, Business Administration, or a related discipline is required. Master's degree is preferred. Experience Minimum 10 years of progressive Human Resources experience. Minimum 3 years of experience in a Human Resources Manager or equivalent leadership role . Demonstrated experience managing HR operations for a company with 300 or more employees . Proven experience recruiting and retaining professionals. Experience developing and implementing HR policies, procedures, and performance management systems. Strong understanding of workforce planning, employee relations, compensation and benefits, performance management, and organizational development. Experience supporting licensing, accreditation, or regulatory compliance processes is highly desirable. Experience working in multicultural or international environments is preferred. Knowledge, Skills and Competencies The ideal candidate will demonstrate: Strong leadership and people management skills. Excellent communication and interpersonal abilities. High level of professionalism and integrity. Sound knowledge of employment legislation and HR best practices. Experience in talent acquisition and workforce planning. Strong conflict resolution and negotiation skills. Ability to manage multiple priorities in a fast-paced environment. Excellent organizational and analytical skills. Proficiency with Microsoft Office and Human Resource Information Systems (HRIS). Fluency in English is required; knowledge of Dari and/or Pashto is an advantage.
