About Ummat International Hospital Ummat International Hospital (UIH) is a newly established private tertiary care hospital in Kabul, Afghanistan, dedicated to providing high-quality, patient-centered medical and surgical services. The hospital is being developed with modern infrastructure, advanced medical technology, and internationally recognized standards of healthcare delivery. As part of its strategic vision, UIH is establishing a comprehensive Neurosciences Program integrating Neurology, Neurosurgery, Neurocritical Care, Advanced Neuroimaging, Rehabilitation Medicine, and related specialties. The hospital aims to become one of Afghanistan’s most capable and comprehensive centers for neurosciences while delivering excellence across all clinical services. Position Overview We are seeking an experienced Mechanical / Hospital MEP Engineer to oversee, review, coordinate, and supervise the mechanical and hospital MEP systems of a major hospital construction project. The successful candidate will act as the project-side mechanical technical representative , working closely with design consultants, specialist subcontractors, contractors, suppliers, architects, structural engineers, electrical engineers, medical equipment suppliers, and project management. The engineer will be responsible for technical design review, interdisciplinary coordination, site supervision, quality control, testing, commissioning, and overall technical oversight of mechanical systems. The ideal candidate must have practical experience in hospital HVAC, ventilation, fire protection, medical gases, plumbing, and healthcare-specific mechanical systems .
Duties and responsibilities
1. Design Review & Technical Engineering Review mechanical and MEP designs prepared by consultants and specialist companies. Review IFC drawings, shop drawings, specifications, calculations, equipment schedules and technical submittals. Verify HVAC cooling/heating loads, airflow requirements, ventilation rates and pressure relationships. Review AHU, FAHU/MAU, RTU, FCU, VRF/VRV, chiller and other HVAC equipment selections. Review ductwork, chilled-water piping, refrigerant piping and ventilation systems. Review fire protection system designs, hydraulic calculations and equipment selections. Review medical gas system designs, layouts, pipe sizing and pressure requirements. Review domestic water, hot water, sanitary drainage, stormwater and other plumbing systems. Identify design deficiencies, omissions, clashes and constructability issues. Prepare technical comments and coordinate revisions with consultants and contractors. 2. Hospital HVAC & Ventilation Experience with: AHU / FAHU / MAU RTU FCU VRF / VRV Chillers and cooling towers Fresh-air systems Exhaust systems Kitchen and toilet exhaust Smoke extraction Staircase and lobby pressurization VAV/CAV systems HEPA filtration Positive and negative pressure rooms Operating theaters ICU Isolation rooms Emergency departments Laboratories Air-change requirements Temperature and humidity control Ductwork and air distribution Fire/smoke dampers Testing, Adjusting & Balancing (TAB) 3. Fire Protection Systems Review and supervise: Automatic sprinkler systems Fire hydrant/standpipe systems Fire hose reels Fire pumps Jockey pumps Fire water tanks Fire pump rooms Fire suppression systems Clean-agent systems where applicable Kitchen fire suppression Smoke-control systems Fire/smoke dampers Interfaces between fire alarm and mechanical systems 4. Medical Gas Systems The engineer should have practical knowledge of: Medical oxygen Medical air Medical vacuum Nitrous oxide Nitrogen Carbon dioxide where required WAGD/AGSS systems Medical gas manifolds Medical gas plant rooms Zone valve boxes Area alarms Medical gas outlets Pipeline distribution Pressure regulation System redundancy Medical gas testing and commissioning 5. Plumbing & Hospital Utilities Coordinate and review: Domestic cold water Hot water systems Hot-water circulation Sanitary drainage Stormwater drainage Water tanks Booster pumps Sewage systems Water treatment systems RO systems where required Medical equipment plumbing requirements Kitchen and laundry utilities CSSD utilities 6. Hospital-Specific Systems & Equipment Coordination Coordinate mechanical requirements associated with: Operating theaters ICU Emergency departments Isolation rooms Laboratories CSSD MRI CT X-Ray LINAC / Radiotherapy Dialysis Pharmacy Kitchen Laundry Mortuary Medical equipment rooms Coordinate equipment heat loads, ventilation, cooling, drainage, water, medical gases and other mechanical requirements with medical equipment suppliers. 7. MEP Coordination Coordinate mechanical systems with architectural, structural and electrical disciplines. Review MEP coordination drawings and BIM models. Identify clashes between ducts, pipes, cable trays, beams, columns, ceilings and architectural elements. Coordinate plant rooms, shafts, risers, ceiling spaces and service corridors. Coordinate mechanical requirements with electrical power, emergency power and generator systems. Coordinate HVAC/fire alarm interfaces. Coordinate BMS/BAS interfaces and HVAC controls. Participate in coordination meetings with consultants and contractors. 8. Construction Supervision Supervise mechanical installation works on site. Monitor contractors and specialist subcontractors. Verify installation against approved drawings and specifications. Inspect materials and equipment delivered to site. Monitor installation quality and workmanship. Monitor testing and inspection activities. Identify defective or non-compliant works. Issue technical observations and punch lists. Follow up corrective actions. 9. Testing, Commissioning & Handover Participate in and witness: HVAC pressure testing Duct leakage testing Chilled-water testing Pipe pressure testing Flushing and cleaning Air balancing Water balancing TAB HVAC functional testing Fire pump testing Sprinkler testing Fire hydrant testing Medical gas pressure and testing Medical gas alarm testing Equipment commissioning BMS/HVAC controls testing Integrated systems testing Final commissioning and handover Review and verify: Test reports Commissioning reports O&M manuals As-built drawings Equipment documentation Warranty documents Training records
Job requirements
Education Bachelor's degree in mechanical engineering or a closely related engineering discipline. Master's degree is an advantage but not mandatory. Professional engineering certification/licensing is an advantage. Experience Minimum 5 years of relevant professional experience . Experience working on hospital or healthcare projects is strongly preferred . Strong practical experience in HVAC and mechanical systems. Experience reviewing consultant designs and supervising specialist contractors. Experience in construction site supervision and commissioning. Experience coordinating multidisciplinary MEP works. Hospital Experience Experience in the following will be highly advantageous: Hospitals Medical centers Operating theaters ICU Emergency departments Isolation rooms Radiology departments Radiotherapy/LINAC facilities Medical gas systems Healthcare ventilation systems Technical Knowledge Knowledge of applicable international standards and codes, including: ASHRAE NFPA ASME AIA healthcare guidelines FGI Guidelines where applicable International Mechanical Code (IMC) International Plumbing Code (IPC) International Fire Code (IFC) HTM standards where applicable ISO standards relevant to medical gases and healthcare facilities Applicable local building, fire and healthcare regulations Knowledge of NFPA 99 and NFPA 101 is highly desirable. Software Skills AutoCAD Revit MEP — preferred Microsoft Office PDF drawing/review software Knowledge of BIM coordination and clash detection is an advantage. Professional Skills The successful candidate should be able to: Read and understand complex MEP drawings. Review engineering calculations. Identify design errors and constructability problems. Communicate effectively with consultants and contractors. Manage specialist subcontractors. Coordinate multiple disciplines. Make practical engineering decisions on site. Prepare technical and inspection reports. Lead technical coordination meetings. Work under project time constraints. Maintain proper technical documentation and follow-up. Represent the project professionally when dealing with consultants, contractors and suppliers.
