Job Summary 1. Background PPC is implementing Third-Party Monitoring (TPM) services for WASH interventions including CLTS. The assignment supports independent verification of WASH activities, infrastructure status, service quality, and field-level implementation evidence. 2. Purpose of the Position The WASH TPM Engineer will provide technical engineering support for WASH field engineers, data review, and report writing. The position will support the WASH TPM Technical Coordinator by ensuring site findings are technically accurate, properly documented, and submitted on time. 3. Key Responsibilities Review field data, photos, GPS coordinates, and site observations for accuracy and completeness. Draft, review, and finalize WASH site visit reports based on verified field evidence. Follow up with field engineers on missing information, corrections, and report clarifications. Verify technical details of water supply systems, sanitation facilities, hygiene infrastructure, and WASH facility functionality. Identify technical gaps, inconsistencies, or red flags in field submissions and flag them for correction. Maintain organized records of reports, photos, checklists, and verification documents, and assist in preparing monthly WASH summaries. Job Requirements 4. Qualifications and Experience · Bachelor’s degree in Civil Engineering, Water and Sanitation Engineering, Environmental Engineering, or a related field. · Minimum 3 years of relevant experience in WASH engineering, infrastructure monitoring, construction supervision, or technical verification. · Good understanding of water supply systems, sanitation facilities, and basic WASH infrastructure standards. · Experience in report writing, data review, and field documentation; experience with UNICEF/UN/NGO or TPM assignments is an advantage. 5. Skills and Competencies · Strong technical writing and reporting skills in English. · Good command of MS Excel, Word, and digital data collection tools such as KoboToolbox or ODK. · Strong attention to detail, data checking, and technical evidence review. · Good communication with field teams; fluency in Dari and/or Pashto is required. 6. Duty Conditions Based in Kabul with possible field travel to provinces as required.
