Role summary
Background and Objective of the assignment The Relief, Employment and Vital Infrastructure for the Vulnerable in Emergencies (REVIVE) Project, funded by the Government of the Republic of Korea (ROK) and implemented by UNDP, seeks to support vulnerable populations through employment generation, livelihood recovery, rehabilitation of community infrastructure, and resilience-building initiatives. The project contributes to improving socio-economic conditions, strengthening community resilience, and increasing access to sustainable livelihood opportunities, particularly for women, youth, and vulnerable households. The Enterprise Development Specialist is a highly qualified technical expert with extensive experience in the implementation and monitoring of enterprise development, MSME support, livelihoods and Community development programmes. The specialist possesses strong expertise in planning, value chain development, entrepreneurship training, grants management for micro-enterprises, women’s economic empowerment, and private sector engagement. The expert has proven experience in community-driven development, alternative livelihoods, agricultural value chains, and supporting small businesses in challenging contexts. He/she excels in stakeholder coordination, technical assessments, capacity building, and ensuring gender-responsive and sustainable enterprise interventions. Scope of work : REVIVE Phase II aims to strengthen sustainable recovery and resilience in fragile and displacement-affected areas of Afghanistan through climate-smart, market-oriented livelihood interventions that improve food security, reduce vulnerability, and enhance household income. The Reporting Specialist will support the effective implementation of the project through timely and accurate reporting, data management, documentation, and coordination. The position will ensure that project progress, results, challenges, risks, and lessons learned are systematically captured, verified, analyzed, and reported in line with project, organizational, and donor requirements. The position will contribute to: ü Timely and quality reporting on project implementation and results; ü Collection, verification, consolidation, and analysis of project data; ü Monitoring progress against approved plans, targets, outputs, and indicators; ü Documentation of achievements, challenges, risks, lessons learned, and good practices; and Strengthening evidence-based decision-making and accountability to project stakeholders and donors.
Duties and responsibilities
Key Responsibilities: The Community mobilizer and M&E will be responsible for providing support to facilitate community consultations, awareness sessions, Focus Group Discussion (FGDs), beneficiary meetings and support livelihood activities, including MSMEs, greenhouses and CfW under the ROK Strategy. Reporting: The Reporting Specialist will be responsible for supporting effective reporting, documentation, monitoring, and information management of project activities at the regional level. Key Duties and Responsibilities: 1. Reporting and Documentation ü Prepare timely monthly, quarterly, semi-annual, and annual reports on project progress, results, challenges, risks, and lessons learned. ü Collect, consolidate, verify, and analyze information from project teams, partners, and field locations. ü Ensure reports are accurate, evidence-based, consistent, and aligned with UNDP and donor requirements. ü Provide relevant data, statistics, and evidence for management, donor, and Programme reporting. ü Conduct field visits to verify results, document progress, and identify gaps and challenges. 2. Monitoring, Evaluation and Data Management ü Implement the project M&E and reporting system in line with the Results Framework, M&E Plan, and approved guidance. ü Track progress against outputs, outcomes, indicators, targets, and work plans. ü Collect, verify, clean, analyze, and present Programme data to support decision-making. ü Identify gaps, risks, implementation challenges, and emerging issues, and provide practical recommendations. ü Support the use and improvement of digital monitoring and data collection tools. 3. Coordination and Technical Support ü Coordinate with UNDP, project teams, partner NGOs, government, and community stakeholders on reporting and M&E activities. ü Provide technical support on M&E tools, data collection, reporting, and results-based management. ü Support partners through coaching and guidance on data quality and reporting requirements. ü Document and share lessons learned, good practices, and recommendations to strengthen Programme implementation. 4. M&E Planning and Tools · Support implementation and regular updating of the project monitoring plan and M&E calendar. · Develop and maintain appropriate data collection, monitoring, and reporting tools. · Support surveys, assessments, FGDs, interviews, field monitoring, and beneficiary consultations. · Identify information gaps and recommend appropriate assessments and evidence-generation activities. 5. Evaluation, Audit and Supervision ü Support and coordinate monitoring, evaluation, assessment, and audit missions. ü Provide required project data, documentation, and analysis to external evaluators and auditors. ü Support evaluations, beneficiary consultations, FGDs, and other data collection exercises. ü Follow up on recommendations and support corrective actions and improvements. 6. Risk, Accountability and Learning ü Monitor risks, implementation challenges, and contextual changes affecting project results. ü Provide timely analysis and recommendations to support adaptive and conflict-sensitive programming. ü Support accountability to affected populations through feedback, consultation, monitoring, and reporting mechanisms. ü Ensure monitoring findings contribute to better implementation, learning, accountability, and results. Payment : Monthly bases Duration of the assignment : (Sep 2026 – June 2027)
Job requirements
Education: · Bachelor’s degree in development studies, Social Sciences, Economics, Public Administration, Statistics, Project Management, or a related field. Experience and Skills: · 3–7 years of relevant experience in Programme/project reporting, M&E, data management, or results-based management. · Experience in report preparation, data analysis, verification, and quality assurance. · Experience tracking work plans, indicators, targets, outputs, and results. · Experience with UN agencies, NGOs, INGOs, or donor-funded programmes is an asset. · Knowledge of results-based management, M&E principles, and Programme reporting. · Knowledge of Afghanistan’s sub-national context. · Experience with KoboToolbox or similar digital data collection tools is desirable. Competencies: · Strong analytical, reporting, documentation, and data management skills. · Ability to ensure data accuracy, quality assurance, and timely reporting. · Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint. · Ability to identify reporting gaps, implementation challenges, emerging risks, and provide evidence-based recommendations. · Strong coordination, communication, and interpersonal skills. · Ability to work independently and effectively in a multicultural and multidisciplinary environment. Language Requirements: Proficiency in written and spoken English and fluency in the national languages (Pashto/ Dari).
