Role summary
Background and Objective of the assignment The Relief, Employment and Vital Infrastructure for the Vulnerable in Emergencies (REVIVE) Project, funded by the Government of the Republic of Korea (ROK) and implemented by UNDP, seeks to support vulnerable populations through employment generation, livelihood recovery, rehabilitation of community infrastructure, and resilience-building initiatives. The project contributes to improving socio-economic conditions, strengthening community resilience, and increasing access to sustainable livelihood opportunities, particularly for women, youth, and vulnerable households. The Enterprise Development Specialist is a highly qualified technical expert with extensive experience in the implementation and monitoring of enterprise development, MSME support, livelihoods and Community development programmes. The specialist possesses strong expertise in planning, value chain development, entrepreneurship training, grants management for micro-enterprises, women’s economic empowerment, and private sector engagement. The expert has proven experience in community-driven development, alternative livelihoods, agricultural value chains, and supporting small businesses in challenging contexts. He/she excels in stakeholder coordination, technical assessments, capacity building, and ensuring gender-responsive and sustainable enterprise interventions. Scope of work : The Livelihoods Officer will work under the direct supervision of the Area Manager and in close coordination with the Head of the ROK Programme, and will be responsible for carrying out the following functions:
Duties and responsibilities
Key Duties and Responsibilities: 1. Assessment, Planning and Technical Design Conduct community-level assessments across the Southeastern region to identify needs, vulnerabilities, and opportunities for livelihoods support. Provide technical input to design livelihoods interventions in line with ROK programme outputs and priorities. Support the development of technical documents, specifications, and tools for market assessments and beneficiary training. Provide technical guidance on market linkages and value chain development, particularly for agriculture and micro, small, and medium enterprises. 2. Project Implementation and Field Monitoring Lead the implementation and monitoring of livelihoods activities, including both on-farm and off-farm interventions. Support the delivery of climate-resilient initiatives, including natural resource management activities. Conduct regular field visits to ensure quality, efficiency, and compliance with programme standards. Ensure interventions deliver strong value for money, sustainability, and measurable impact. 3. Coordination, Partnerships and Programme Coherence Maintain effective working relationships with implementing partners, communities, and relevant stakeholders. Coordinate closely with local authorities to support smooth implementation and address operational challenges. Ensure strong alignment and synergy between UNDP interventions and other ongoing activities in the same target areas. Participate in programme meetings and present progress updates related to livelihoods activities. 4. Reporting, Knowledge Management and Visibility Ensure accurate record-keeping and preparation of high-quality reports on project progress and outcomes. Document impact stories and human-interest cases to demonstrate programme results. Support visibility and acceptance of UNDP interventions at the community level. Perform any additional tasks as required by the supervisor to support programme delivery. 5. Gender Mainstreaming and Inclusive Design - Ensure all engineering interventions are gender-responsive by incorporating women’s needs, safety, and accessibility (e.g., placement of water points, lighting for community facilities, design of cash-for-work schemes, including women’s opportunity created by engage family and discussion with community councils). - Prepare gender action plan, provide technical and capacity building support to suppliers on PSEA and safeguard compliance within the project scope. - Coordinate with gender specialists or Gender Focal Point in the region to integrate gender and protection considerations into technical planning, implementation, and monitoring. 6. Development Pipeline Support - Provide insights and technical expertise to support the development of project pipelines for future infrastructure initiatives. - Perform any other work as assigned by the Area Manager. Institutional arrangement : The Livelihoods Officer will work under the direct supervision of the Area Manager and in close collaboration with the Livelihood Associate based in regional office. Payment : Monthly bases Duty station : Southeastern Region, Afghanistan, with frequent travel to Paktya, Paktika, Khost, Ghazni, and Logar provinces. Travel Cost and DSA : The salary is inclusive of communication cost, DSA and travel cost
Job requirements
Experience and Skills: · Bachelor’s degree in natural resource management, agricultural development, socio-economic, climatology/meteorology, water resources management, environmental sciences, disaster management, development studies, and/or related fields · At least 5 years practical experience in livelihood / agriculture specific interventions. · Proven skills to conduct assessment and analysis of market/Livelihoods related activities. · Experience in value chain development and analysis. · Experience in disaster resilient / Natural resource management projects. · Experience with national / INGO experience in the related field. · Strong knowledge and understanding sub-national institutional contexts of Afghanistan. Functional Competencies: · Strong interpersonal and communication skills. · Excellent English written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports. · Ability to speak, read and write technical and conversational English. · Ability to understand new terminology and concepts easily and to synthesize information from different sources into a coherent project document. · Skill in negotiating effectively in sensitive situations. · Skill in achieving results through persuading, influencing, and working with others. · Skill in facilitating meetings effectively and efficiently and to resolve conflicts as they arise. · Maturity and confidence in dealing with senior and high-ranking members of international, regional, and national institutions. · Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities, and age groups. · Good oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors. · Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships. Language Requirements: · Proficiency in written and spoken English and fluency in the national languages (Dari / Pashto).
