Role summary
Background and Objective of the assignment The Relief, Employment and Vital Infrastructure for the Vulnerable in Emergencies (REVIVE) Project, funded by the Government of the Republic of Korea (ROK) and implemented by UNDP, seeks to support vulnerable populations through employment generation, livelihood recovery, rehabilitation of community infrastructure, and resilience-building initiatives. The project contributes to improving socio-economic conditions, strengthening community resilience, and increasing access to sustainable livelihood opportunities, particularly for women, youth, and vulnerable households. The Enterprise Development Specialist is a highly qualified technical expert with extensive experience in the implementation and monitoring of enterprise development, MSME support, livelihoods and Community development programmes. The specialist possesses strong expertise in planning, value chain development, entrepreneurship training, grants management for micro-enterprises, women’s economic empowerment, and private sector engagement. The expert has proven experience in community-driven development, alternative livelihoods, agricultural value chains, and supporting small businesses in challenging contexts. He/she excels in stakeholder coordination, technical assessments, capacity building, and ensuring gender-responsive and sustainable enterprise interventions. Scope of work : REVIVE Phase II is designed to address the widening gap between humanitarian assistance and sustainable recovery in Afghanistan’s most fragile, displacement-affected regions. Building on the REVIVE Phase I approach and lessons learned, the intervention will promote climate-smart, market-oriented livelihood models that improve productivity and food security, reduce vulnerability to climate risks, and enhance income generation at the household level. In this context, community mobilization and M&E support is critical for: Ø Timely mobilization and engagement of target communities Ø Regular field monitoring reports and progress updates Ø Improved community participation and ownership of project interventions.
Duties and responsibilities
Key Responsibilities: The Community mobilizer and M&E will be responsible for providing support to facilitate community consultations, awareness sessions, Focus Group Discussion (FGDs), beneficiary meetings and support livelihood activities, including MSMEs, greenhouses and CfW under the ROK Strategy. Reporting: The Community mobilizer and M&E will work under the direct supervision of the Regional Area Manager and in close collaboration with the Technical Associate – Livelihood. S/he will support the effective implementation of livelihood and CfW activities in the region. Key Duties and Responsibilities: 1. Community Mobilization · Mobilize and engage target communities, Community networks/shuras, and other stakeholders throughout the project cycle. · Facilitate community consultations, awareness sessions, Focus Group Discussions (FGDs), and beneficiary meetings · Support beneficiary identification, verification, registration, and profiling in accordance with UNDP selection criteria · Ensure meaningful participation of women, youth, returnees, persons with disabilities, and other vulnerable groups. · Strengthen community ownership and participation during planning, implementation, and post-completion phases. 2. Project Implementation Support · Support implementation of livelihood activities, including MSMEs, grants, greenhouses, plantation and other community-based interventions. · Coordinate closely with technical teams, beneficiaries and community representatives · Conduct routine field monitoring visits to verify implementation progress, identify field-level challenges and compliance with approved plans · Verify beneficiary data and supporting documents before submission · Maintain accurate project records, beneficiary databases, attendance sheets, photographs, GPS coordinates, and monitoring evidence · Prepare field monitoring reports, mission reports, meeting minutes, and progress updates · Ensure timely submission of monitoring data and supporting documentation. 3. Gender Mainstreaming and Equality · Promote gender equality, women's economic empowerment, disability inclusion, and the meaningful participation of youth, returnees, IDPs, and other vulnerable groups throughout the project cycle · Ensure that project implementation is gender-responsive and inclusive, with active participation of women in community consultations, decision-making processes, and project activities · Identify and report barriers to participation for women and marginalized groups, and recommend practical measures to enhance inclusion · Support gender-sensitive data collection and reporting, including sex-, age-, and disability-disaggregated data · Work closely with the Gender Associate and technical teams to mainstream gender considerations across all interventions. 4. Any other work as assigned by the Area Manager or Livelihood Technical Associate. Payment : Monthly bases Travel Cost and DSA : The salary is inclusive of communication cost, DSA and travel cost Duty station : Central and Southeast Region
Job requirements
Education: · Bachelor’s degree in social sciences, Rural Development, Community Development, Economics, Agriculture, Monitoring & Evaluation, Development Studies, or a related field. Experience and Skills: · Minimum 1/3 years of relevant experience in community mobilization, livelihoods, monitoring and evaluation, or community-based development programme · Experience working with UNDP, UN agencies, NGOs, or donor-funded projects is highly desirable · Experience supporting MSMEs, greenhouses, savings groups, social cohesion, or livelihoods programme is an asset. · Experience in beneficiary verification, field monitoring, and reporting · Strong knowledge and understanding sub-national institutional contexts of Afghanistan. Competencies: · Community mobilization and facilitation · Monitoring and evaluation methodologies · Data collection and reporting · Microsoft Office (Excel, Word, PowerPoint). · Familiarity with Kobo Toolbox or other digital data collection platforms is desirable · Strong communication, coordination, and interpersonal skills. Language Requirements: Proficiency in written and spoken English and fluency in the national languages (Pashto/ Dari).
