Role summary
The Finance Manager is responsible for managing and overseeing the financial functions of the ACB, including budgeting, planning, financial reporting, auditing and compliance. The role’s holder will ensure that all financial transactions are transparent, accurate and aligned with regulatory standards. The role also involves managing stakeholder relationships, including with donors, sponsors, banks and auditors, while providing strategic financial advice to senior management and the ACB Board.The position is critical to maintaining financial stability, transparency, and accountability in all ACB financial activities.
Duties and responsibilities
1. KEY RESPONSIBILITIES The Finance Manager will be tasked with the following responsibilities: 1.1. Financial Planning and Budgeting Lead the preparation of ACB’s annual budget in collaboration with all departments and the CEO. Continuously monitor and manage the organization's budget throughout the fiscal year to ensure proper resource allocation and financial goal alignment. Provide timely and accurate financial forecasts and projections to support decision-making by senior management and the Board. 1.2. Financial Management Oversee day-to-day financial operations, ensuring adherence to ACB policies, Afghanistan financial regulations, and international accounting standards. Ensure the effective management of cash flow, funding, payments, receipts, and financial risks. Manage ACB’s assets and liabilities, ensuring optimal utilization of resources. Oversee payroll processing, ensuring accuracy and compliance with legal requirements. 1.3. Financial Reporting and Compliance Prepare and submit monthly, quarterly, and annual financial reports, including income statements, balance sheets, cash flow statements, and variance analysis. Prepare and submit regular reports to the Top Management, ICC, ACC and other stakeholders. Ensure financial reporting is in compliance with Afghanistan regulatory requirements, international financial reporting standards (IFRS), ICC and ACC guidelines, and donor or sponsor requirements. Liaise with external auditors to facilitate audits and ensure timely implementation of audit recommendations in coordination with the Compliance Department. Oversee tax compliance, ensuring adherence to Afghanistan tax regulations and other territories' tax laws as applicable. Ensure transparency and integrity in all ACB financial operations, reporting any potential violations, including fraud or mismanagement of resources. 1.4. Internal Controls and Risk Management Establish, monitor, and enhance internal controls to safeguard ACB’s financial assets and ensure proper authorization and documentation of all financial transactions. Identify and manage financial risks, developing and implementing risk mitigation strategies. Monitor and control organizational costs by compressing event and activity budgets where necessary. Regularly revise and improve financial policies and procedures to ensure accountability, transparency, and operational efficiency. 1.5. Donor and Grant Management Oversee the financial management of donor-funded projects and grants, ensuring compliance with donor requirements and the proper use of funds. Regularly communicate with the ICC, ACC, full-member boards, and other stakeholders on relevant financial matters. Ensure accurate and timely financial reporting for donors, sponsors, and other stakeholders in line with contractual agreements. Track, account for, and report on all donor funds in a timely and transparent manner. 1.6. Treasury and Banking Management Manage ACB’s banking relationships, including opening and maintaining bank accounts, managing authorized signatories and maintaining their accurate records. Ensure timely bank reconciliations and resolution of discrepancies. Monitor currency exchange risks and manage foreign currency transactions as needed. 1.7. Strategic Financial Advisory Provide strategic financial advice to the CEO, senior management, and the Board on financial management, investments, and organizational sustainability. Assist in the development and execution of financial strategies that support ACB’s long-term goals. Offer financial input during contract negotiations, sponsorship deals, and key agreements. 1.8. Staff Management and Capacity Building Lead, mentor, and develop the finance team, ensuring that staff have the necessary skills and competencies to perform effectively. Conduct regular performance reviews for finance team members and set clear goals and expectations. Provide training and capacity building for ACB staff on financial processes, policies, and compliance issues. 2. KEY DELIVERABLES Timely and accurate preparation of ACB’s annual budget and financial reports. Compliance with all financial and regulatory requirements, including successful audits. Effective management and utilization of donor and sponsor funds. Maintenance of strong internal financial controls and risk management systems. Efficient management of banking relationships, payroll, and tax compliance.
Job requirements
Bachelor's degree in Finance, Accounting, Commerce, Business Administration, Economics, or a related field; a Master's degree is an advantage. Professional accounting qualification like ACCA, CA, CPA, or equivalent is highly desirable. Minimum 6–7 years of relevant experience with a Master's degree, or 10–11 years with a Bachelor's degree, in finance, accounting, budgeting, and financial management. Strong knowledge of financial reporting, budgeting, treasury management, internal controls, taxation, auditing, and IFRS. Proficiency in financial management/accounting software and advanced Ms. Office applications, particularly Excel. Excellent analytical, problem-solving, communication, leadership, and stakeholder management skills with the ability to work under pressure. Fluency in English, Dari, and Pashto (written and spoken), with high standards of integrity, professionalism, and confidentiality.
