Role summary
Carrying out assessments and ensuring the implementation, maintenance and monitoring of the technical work in the projects within a certain area of specialization (Electrical Engineering, GIS, ICT, Biomed, Mechanical Engineering, Architecture, Construction Engineering) according to MSF protocols and standards in order to ensure an optimal running of the project and its infrastructures and the efficient use of the systems and equipment
Duties and responsibilities
· Defining procedures and ensures the implementation, monitoring, maintenance and correct functioning of the technical work within his/her area of specialization · Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activi-ty (s)he is primarily in support. · Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to infrastructure challenges in the area of specialization e.g. installing / building / implementing. Liaising direct-ly with the staff to identify the project needs and managing response and prioritization of requests. · Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning as well as defining functioning standards and monitoring systems. · Ensuring the proper documentation, filing and the compilation of the installation and maintenance done or required · Acting as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Providing training sessions to technicians, the managers and supervisors in the overall set-up, use and mainte-nance of new installations · When required, acting as Flying expert in a mission and providing deep technical advice to managers · Performing delegated tasks specific to her area of speciality and as defined in his/her job description MSF Section/Context Specific Accountabilities · Ensure the support and response to medical infrastructure inquiries and demands for the entire project as defined by the line Manager for all Construction activities in consultation with the Mission Construction Referent ATU · Assist and support in the implementation of Construction and Rehabilitation related activities; technical aspects, drawings, design, project costing and close supervision of the works for the entire mission; according to MSF protocols · Provide day-to-day support to the project in the field of expertise for all Construction and Rehabilitation related matters, in accordance with the mission policies and standards as de-fined by the ATU. · Assist in the development and follow-up of Construction drawings, including architectural, engineering, and work specifications for the entire mission according to MSF standards as defined by the Mission · Performs technical assessment and provides recommendations, advice and support to the project teams in his/her field of expertise · Support during tender processes and contract follow-up (including drawings, bill of quantities, terms of reference, etc. for all Construction, Rehabilitation related works · Support in the management & follow up of the timeline of activities for all projects (daily management and site supervision) in his/her field of expertise in collaboration with the Project Logisticians/Construction Team (CTL/CM/LTL/Log Manager); Assist in the project management/site supervision (cost control, schedule management, quality control, and others) when applicable/required · Participate in the cost estimation follow-up, quality control and implementation for all Construction/Rehabilitation works · Ensure compliance with the Mission policies, procedures, and protocols in his/her field of expertise · Assist in the project management/site supervision (cost control, schedule management, quality control, and others) when applicable/required · Ensure the construction/rehabilitation and infrastructure projects’ support through site visits and gap filling for the respective field technical positions · Upgradation of project Master plan and give recommendations for future planning · Participate actively in the development and implementation of training activities for the construction supervisors/technicians in the mission; support in the Logbook completion for field technicians · Ensure the use of quality construction material for the entire mission as they are defined by the Mission Construction Referent; · Participate and contribute to the development of PMP for Hospital’s buildings and other structures such as containers, prefabricated structures, …. · Provide trainings to Maintenance Agents in preventive maintenance for hospital’s buildings and other structures such as containers, prefabricated structures, …. · Act as the technical focal point for issues related to local building codes and safety regulations, Health, Safety, and Environment (HSE) compliance. · Support in the development of market assessment strategies and evaluation of local suppliers for quality and services; support in the Material availability assessment and developing the database · Support the development of the Construction and Rehabilitation budget in the project and Coordination (Annual planning process and Budget revision) · Support in the administrative part (contract management, market assessment, renewal of documentation, etc.) for the construction-related activities · Give regular feedback to the line manager and report directly any issue or incident · Perform hands-on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience · Participate in monthly reports according to guidelines
Job requirements
Minimum Requirements and Competencies Education - Essential technical diploma or technical university degree, in his /her area of specialty, preferably as an engineer Experience - Essential at least two years of working experience in logistics related activities - Desirable previous experience with MSF or other NGOs, and work experience in developing countries Languages - Pashto, Dari and English are essential.
