Role summary
Are you a strategic procurement professional with a talent for negotiation and a keen eye for detail? Setaragan Mutahed is seeking a dynamic Procurement Officer to lead our end-to-end procurement operations. In this pivotal role, you will be responsible for managing the full sourcing lifecycle from market analysis and tendering to contract negotiation and vendor management to ensure we secure the best value for goods, services, and works. You will serve as a key bridge between internal departments and external suppliers, ensuring that our procurement activities are executed with the highest standards of transparency, compliance, and efficiency. We are looking for a results-oriented individual with deep knowledge of the Afghan market and a proven ability to drive cost savings and operational excellence in a fast-paced environment. Duties and responsibilities
A. Procurement Planning & Execution - Procurement Process Management: Lead the end-to-end procurement process for goods, services, and works. This includes receiving and reviewing purchase requisitions, defining technical specifications, and determining the most appropriate procurement method. - Sourcing & Tendering: Identify and evaluate potential suppliers and vendors. Prepare and issue Requests for Quotations (RFQs), Invitations to Tenders (ITTs), and Request for Proposals (RFPs). - Bid Evaluation: Lead the evaluation of bids and proposals, ensuring fairness and transparency. Prepare detailed bid analysis reports with recommendations for award. - Contract Management: Draft, review, and manage contracts and purchase orders (POs) in coordination with the Head of HR and Admin and relevant internal stakeholders. Ensure all contractual terms are met and monitor vendor performance. - Market Research: Stay updated on market conditions, including sources of supply, prices, availability of telecom and logistics-related products, and competitiveness to ensure the company receives the best value for money. B. Compliance & Record Keeping - Policy Adherence: Ensure strict compliance with Setaragan Mutahed’s procurement policies and procedures, as well as any applicable donor regulations or Afghan legal requirements. - Documentation: Maintain comprehensive and accurate procurement files and databases (both physical and electronic) for all procurement actions, including POs, contracts, bids, and vendor communications. - Reporting: Prepare regular procurement status reports and updates for the Head of HR and Admin. C. Vendor & Stakeholder Management - Vendor Relations: Build and maintain strong professional relationships with vendors and suppliers to ensure quality service, timely delivery, and competitive pricing. - Internal Collaboration: Liaise with various departments to understand their procurement needs and advise on procurement processes. D. Administrative Support - Inventory Management: Assist in monitoring and maintaining inventory levels of office supplies and other essential items. Prepare purchase requisitions for replenishment. - General Support: Provide administrative support to the HR and Admin department as required, including support for logistics, travel, and office management.
Job requirements
A. Education & Experience - Education: Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or a related field. - Experience: Minimum of 3-5 years of progressive experience in procurement and administration, preferably with a large-scale distribution company, logistics firm, or within the telecom sector. - Experience in Afghanistan: Proven experience working in the Afghan market is highly preferred. B. Skills & Competencies - Procurement Expertise: Strong knowledge of procurement best practices, sourcing strategies, and contract management . - Analytical & Negotiation Skills: Strong analytical and negotiation skills with the ability to analyze bids, negotiate terms, and secure favorable contracts . - Communication: Excellent written and verbal communication skills in Dari, Pashto, and English . - Technical Skills: Proficiency in Microsoft Office Suite (Excel, Word, Outlook). Experience with inventory or procurement management software is an advantage . - Interpersonal Skills: Strong interpersonal and stakeholder management skills to work effectively with internal teams and external vendors . - Organizational Skills: Superior organizational and time-management skills with a high attention to detail, ability to manage multiple procurement requests, and prioritize work in a fast-paced environment
