Job Summary Position Summary / Objective The Project Team Leader (URET Response) will lead field operations, emergency rapid assessments, rapid response deployments, beneficiary targeting, and distribution execution under the Unforeseen Rapid Emergency/Returnee Response (URET) component across Helmand and Nimroz Provinces. The incumbent will manage field response teams, coordinate closely with local authorities, UN agencies, and humanitarian clusters, ensuring timely, safe, and accountable emergency assistance to vulnerable returnees, IDPs, and shock-affected populations. 4. Key Responsibilities & Operational Duties Rapid Emergency Assessment & Response Management: · Lead rapid multi-sectoral needs assessments (HEAT/OCT assessments) for sudden-onset disasters, returnee surges, and conflict displacement in Helmand and Nimroz. · Plan, coordinate, and execute rapid emergency distribution interventions (in-kind food, CBT, or emergency kits) within standard emergency timeline indicators. · Supervise field response teams, field mobilizers, and distribution staff during emergency operations. Stakeholder Coordination & Local Liaison: · Represent OSID at provincial and district-level Emergency Response Clusters, OCT meetings, OCHA coordination forums, and local authority engagements. · Maintain strong operational relationships with ANDMA, DoRR, local shuras, and community leaders to facilitate safe access and rapid verification. · Ensure field access negotiations adhere strictly to humanitarian principles of neutrality, impartiality, and independence. Quality Assurance, Protection & Reporting: · Oversee beneficiary targeting and SCOPE biometric registration for emergency returnees and displaced households. · Ensure protection mainstreaming, gender sensitivity, AAP standards, and PSEA protocols are enforced in all rapid response activities. · Prepare and submit high-quality rapid assessment reports, daily situation updates, and comprehensive project completion reports for donor and internal review. Job Requirements Qualifications & Requirements · Mandatory WFP/Emergency Experience: Direct management or team leader experience in WFP emergency response, rapid emergency assessments (HEAT), CBT, or returnee/IDP response projects in Afghanistan is MANDATORY. · Work Experience: Minimum 4 to 5 years of progressive experience in emergency project management, rapid response leadership, or field team supervision in humanitarian organizations. · Education: Bachelor’s degree in Disaster Management, Social Sciences, Development Studies, Business Administration, or a related discipline; Master’s degree preferred. · Technical Competencies: Strong knowledge of humanitarian emergency response mechanisms (HEAT, OCT, OCHA framework, WFP SCOPE system) and rapid data collection tools (KoBo/ODK). · Contextual Knowledge: Extensive operational knowledge and existing field networks across Helmand and Nimroz Provinces. · Languages: Fluency in written and spoken Pashto, Dari, and English. · Key Competencies: Proven leadership, crisis management, decision-making under pressure, and conflict resolution skills.
