Job Summary Position Summary / Objective The HEB Distributor (URET Response at RC) will oversee the safe receipt, stock management, verification, and rapid distribution of High Energy Biscuits (HEB) and immediate emergency food assistance to border returnees, deported individuals, and vulnerable displaced populations at Reception Centers (RC) and emergency field points in Helmand and Nimroz Provinces. The incumbent will ensure standard distribution management, inventory control, and immediate relief delivery under strict protection and accountability frameworks. 4. Key Responsibilities & Operational Duties HEB Distribution & Reception Center Operations: · Manage the day-to-day distribution of High Energy Biscuits (HEB) and ready-to-eat rations to incoming returnees and shock-affected families at Reception Centers (RC). · Verify returnee/beneficiary registration documents, tokens, or wristbands prior to food package handover. · Maintain orderly distribution lines, ensuring separate, safe, and prioritized queues for women, children, elderly, sick, and vulnerable individuals. Stock Handling, Inventory Control & Warehousing: · Receive, inspect, count, and log HEB commodity shipments upon delivery at Reception Center storage facilities. · Ensure proper warehouse/storage practices, including palletization, pest control, clean conditions, and temperature management to protect food quality. · Maintain accurate daily stock waybills, stack cards, reconciliation sheets, and inventory ledgers for all HEB transactions. Protection, Compliance & Reporting: · Promote humanitarian principles, Protection Mainstreaming, AAP, and PSEA standards during all beneficiary interactions. · Guide beneficiaries to the Help Desk and Community Feedback Mechanism (CFM) points for inquiries or grievances. · Submit daily distribution tally reports, stock balance sheets, and emergency situation updates to the Project Team Leader. Job Requirements Qualifications & Requirements · Mandatory WFP/RC Experience: Direct experience in food distribution, HEB management, or warehouse operations within WFP emergency/returnee projects at Reception Centers or border points in Afghanistan is MANDATORY. · Work Experience: Minimum 2 to 3 years of hands-on experience in humanitarian food distribution, commodity tracking, or logistics management. · Education: High School Diploma (12th Grade graduate) required; Baccalaureate or Bachelor's degree in Business Administration, Logistics, or Social Sciences preferred. · Technical Skills: Strong knowledge of food distribution management, stock reconciliation, warehouse record-keeping, and basic numeric accuracy. · Contextual Knowledge: In-depth knowledge of border reception center dynamics, local community structures, and geography of Helmand and Nimroz Provinces. · Languages: Fluency in written and spoken Pashto and Dari; basic understanding of English. · Key Competencies: High physical endurance, organizational aptitude, integrity, and strong commitment to humanitarian accountability.
