Role summary
NETLINKS is expanding its commercial presence beyond Kabul into Afghanistan's two most important regional business centers. We are hiring one Provincial Sales & Business Development Officer for Mazar-e-Sharif and one for Herat, each to own their market end to end: identifying business opportunities, building relationships with decision-makers, positioning NETLINKS solutions, and closing deals. This is not an order-taking role. The successful candidate will be the face of NETLINKS in the province — someone who already knows the local business community, understands enough about technology to speak credibly with owners and managers about their operational problems, and can convert that trust into revenue. Objective of the Position To grow NETLINKS' customer base and revenue in the assigned province by generating qualified leads, building a sustainable local pipeline, closing sales of NETLINKS products and services, and maintaining long-term client relationships that lead to repeat and referral business.
Duties and responsibilities
1. Market Development and Lead Generation Map the commercial landscape of the assigned province (see the province-specific priority sectors in the Annex below) and build a prioritized target list segmented by sector, size, and likely need. Generate qualified leads through direct visits, personal and professional networks, the Afghanistan Chamber of Commerce and Investment (ACCI) provincial office, industrial park associations, trade unions, exhibitions, and referrals. Identify sector-specific opportunities and report them to headquarters so solutions can be tailored to local demand. Build early presence in industrial parks and business districts where decision-makers are concentrated. 2. Relationship and Network Building Establish and maintain direct relationships with business owners, general managers, finance managers, and IT decision-makers in the province. Represent NETLINKS at local business forums, exhibitions, chamber meetings, and industry events. Build cooperative relationships with local partners, resellers, accountants, and influencers who can act as referral channels. Act as the trusted local point of contact for existing NETLINKS clients in the province. 3. Solution Positioning and Pre-Sales Develop and maintain a working knowledge of the NETLINKS portfolio: Odoo ERP implementations, the NETLINKS construction management system, custom software and mobile applications, websites, hosting and cloud services, and Jobs.af recruitment solutions. Conduct discovery meetings to understand each client's business processes, pain points, and priorities. Deliver clear, non-technical product demonstrations and presentations to business audiences. Coordinate with the technical and pre-sales teams at HQ to prepare scoped solutions, proposals, and pricing. 4. Sales Execution and Closing Prepare and present quotations, proposals, and commercial offers in line with NETLINKS pricing policy. Negotiate commercial terms and close contracts within approved limits, escalating exceptions to the Head of Sales. Coordinate contract signature, advance payment collection, and formal handover to the delivery/implementation team. Support the finance team in following up on outstanding invoices and payment collection from provincial clients. 5. Account Management and Growth Maintain regular contact with existing clients to ensure satisfaction and identify upsell and cross-sell opportunities (additional modules, users, support renewals, new services). Serve as the first-line escalation point for provincial clients, routing technical issues to the support team and following through to resolution. Secure client testimonials, case studies, and referrals. 6. Reporting, CRM, and Market Intelligence Record all leads, contacts, meetings, opportunities, and pipeline stages accurately and on time in the NETLINKS CRM system. Submit weekly activity reports and monthly pipeline and forecast reports to the Head of Sales. Monitor competitor activity, pricing, and local market trends, and report findings to management. Provide feedback from the field to help shape product features, packaging, and pricing for the provincial market. 7. Representation and Compliance Represent NETLINKS professionally and ethically at all times, protecting the company's reputation and brand. Comply with all NETLINKS policies, including the code of conduct, anti-corruption and anti-fraud policies, and confidentiality obligations regarding client data. Comply with applicable local laws and regulations, and maintain awareness of security conditions in the operating area. Deliverables and Performance Indicators Area : Indicative Target Prospect database : Mapped and prioritized list of at least [100] businesses in the assigned province within the first 60 days Client meetings: Minimum [10–15] qualified in-person meetings per month Pipeline: Maintain a qualified pipeline of at least [3x] the quarterly revenue target Proposals: Minimum [4] proposals or quotations submitted per month Revenue: Achieve the assigned quarterly and annual sales targets (set at contract signing) Collections : [90%] collection rate on invoices from provincial clients CRM discipline 100% of leads and opportunities logged in CRM; reports submitted on schedule Retention : Renewal/retention of at least [85%] of existing provincial accounts
Job requirements
Minimum 3 years of experience in sales, business development, or account management, preferably in technology, software, telecom, banking, or B2B services. Demonstrated record of meeting or exceeding sales targets. Existing, active network among business owners and decision-makers in mentioned province —this is a core requirement, and applicants should be able to describe it concretely. Experience selling to businesses (B2B) rather than consumers is strongly preferred. Technical Understanding Solid general understanding of business software and technology: ERP, accounting systems, cloud and hosting, websites and mobile applications, and how they solve real business problems. Ability to explain technical concepts in simple business language to non-technical clients. Comfortable using CRM tools, email, MS Office / Google Workspace, and online meeting platforms. Formal technical certification is not required; the ability to hold a credible conversation about technology is. Languages Fluency in Dari is required for both positions. Mazar-e-Sharif: working knowledge of Uzbek and/or Turkmen is a strong advantage. Pashto is an advantage for the position. Working knowledge of English (reading, writing, and reporting) is required. Other Requirements Resident of, or willing to be permanently based in, the assigned province. Applicants must state clearly which position they are applying for. Willingness and ability to travel frequently within the province and occasionally to Kabul. Valid national ID (Tazkira); driving license is an advantage.
