Job Summary Job Purpose The Liaison Manager is responsible for representing the Company before government ministries, municipalities, regulatory authorities, embassies, international organizations, and other external stakeholders. The position ensures the timely processing of company licences, permits, government approvals, expatriate employee documentation, visas, work permits, and all official correspondence while maintaining full compliance with the laws and regulations of Afghanistan. The Liaison Manager shall establish and maintain strong working relationships with government institutions to facilitate the Company's business operations and project implementation. Key Duties and Responsibilities Government Relations Serve as the official representative of the Company before all government authorities and regulatory agencies. Build and maintain strong professional relationships with ministries, municipalities, customs, tax authorities, immigration offices, police departments, and other government institutions. Coordinate official meetings with government officials and external stakeholders. Follow up on all government approvals, licences, permits, registrations, and official correspondence. Represent the Company during official meetings, inspections, conferences, and government events. Regulatory Compliance Obtain, renew, and maintain all company licences, permits, certificates, registrations, and regulatory approvals. Ensure the Company complies with all applicable Afghan laws, regulations, and government requirements. Monitor changes in government policies and regulations and advise management accordingly. Coordinate with legal advisors regarding regulatory and compliance matters. Official Documentation and Correspondence Prepare, draft, review, and submit official letters, requests, memorandums, reports, applications, and correspondence to government authorities. Prepare professional government correspondence ( مکتوبنویسی رسمی ) in Dari and Pashto in accordance with official government standards. Maintain accurate records of all licences, permits, approvals, contracts, and official communications. Ensure proper filing, confidentiality, and tracking of all official documents. Expatriate Employee Coordination Process invitation letters for expatriate employees, consultants, visitors, and business partners. Coordinate and process work permits for expatriate employees, including new applications, renewals, amendments, cancellations, and replacements. Process entry visas, multiple-entry visas, visa extensions, residency permits, and all other immigration documentation required for expatriate employees. Coordinate with the Ministry of Foreign Affairs, Ministry of Interior Affairs, Ministry of Labour and Social Affairs, Directorate of Passport, and other relevant government authorities regarding expatriate documentation. Ensure compliance with Afghan immigration, labour, and residency regulations applicable to foreign nationals. Monitor the validity of passports, visas, work permits, residency permits, and other immigration documents to ensure timely renewal. Maintain an updated database of all expatriate employees and their legal documentation. Provide guidance and support to expatriate employees regarding immigration procedures and legal requirements. Coordinate customs clearance and other government formalities related to expatriate employees whenever required. Stakeholder Management Develop and maintain effective working relationships with government institutions, local authorities, communities, and external stakeholders. Resolve government-related operational issues in a timely and professional manner. Facilitate communication between the Company and external organizations. Project Support Support project teams in obtaining construction permits, municipality approvals, environmental clearances, utility connections, and other statutory approvals. Coordinate with government authorities to facilitate project implementation. Resolve government-related matters affecting project activities. Reporting Prepare weekly and monthly liaison reports. Provide regular updates to the Project Development Director (PDD) regarding licences, permits, government approvals, expatriate employee documentation, visa status, stakeholder engagement, and regulatory compliance. Maintain complete records of meetings, approvals, licences, permits, and official correspondence. Job Requirements Qualifications Bachelor's Degree in Public Administration, Business Administration, Political Science, Law, International Relations, or another related discipline. Master's Degree is an added advantage. Experience Minimum 5 years of relevant experience in government relations, liaison, administration, public affairs, or regulatory compliance. Proven experience working with Afghan government ministries and regulatory authorities. Experience in construction, real estate, infrastructure, or private sector organizations is preferred. Required Skills and Competencies Excellent communication, negotiation, and interpersonal skills. Thorough knowledge of Afghan government procedures, laws, and administrative systems. Strong organizational, analytical, and problem-solving skills. Ability to work independently under pressure and meet deadlines. High level of professionalism, integrity, and confidentiality. Strong computer skills, including Microsoft Word, Excel, Outlook, and PowerPoint. Language Requirements Must possess excellent verbal and written proficiency in both Dari and Pashto. Must have excellent official letter drafting ,report-writing, and government correspondence skills in Dari and Pashto. Ability to communicate effectively with government authorities, local communities, and stakeholders throughout Afghanistan. Good command of English (spoken and written) is required. Working Conditions Office-based in Kabul with frequent travel to government offices, embassies, ministries, and project sites. May occasionally be required to work outside normal office hours to meet operational requirements.
